Zoning Ordinance

Key Issues:
A consulting company has been hired  to rewrite the Land Use Map, which will be the basis for rewriting zoning ordinances as they come up.  The problem is:  what does the consultant know about what we as citizens want our land use to look like? 

Background:  This has a long and sordid background.  First, it seems that a majority of the supervisors wanted to completely rewrite all our zoning ordinances, and they were going to hire a consultant they knew from Charlottesville to do it, at a per hour rate.  The proposal was $112,500.  But there was only $65,000 budgeted.  So Tommy LaFrance said he didn't think a complete rewrite would get approved all at once.  John Rust still wanted to do it.  But they decided to just approve the rewrite of the Land Use Map and then I guess see what happens after that.  This will be used as a guide when zoning issues come up.

THEN, when the proposal for Phase 1 came in, it was just $43,000 to ask the citizens what they wanted.  Which would be good, but the problem was it was a time and materials contract, so the consultant would hold the meeting and send the bill, but that doesn't mean the citizens would show up and express their desires.

Documents:
The proposed contract is time and materials, no deliverables.  There was no RFP and no bid to any specifications.
